Extramilitary Structure at “SPARTAK” Swimming Pool Collects Discrediting Archive against the President, Politicians and Journalists
A structure, functioning like a private Ministry of the Interior and having rich archives, works at the “Spartak” swimming complex in one of the capital’s residential districts, i. e. “Lozenets”. The impression of a true extramilitary formation becomes stronger by the presence of a striking security guard group, cruel and armed; it guards the private site, which is Alexey Petrov’s property – a DANS officer and personal advisor of the chief of the Agency, Petko Sertov. In the premises, where there used to be masseur’s services, rooms for relaxation and stores some time ago, we find a secret section now. Files appear on metal shelf systems, arranged in alphabetical order.

Alexey Petrov Has Conquered DANS and Now He Threatens Sergey Stanishev and Petko Sertov with Gay Compromises

The DANS officer Alexey Petrov is the real master of the National Security Agency. He has already started giving orders concerning the staff of the special structure: he said who to be promoted or to get fired and what salaries the officials should be paid. And that happened every single day in Petko Sertov’s office. He bragged he had discrediting materials proving gay sexual orientation against the Prime Minister and the Chief of DANS, Petko Sertov; and having them, Petrov held them both at bay – that is what his colleagues describe being part of  the National Security Agency staff.

DANS officer, Alexey Petrov, more famous for being one of the gangsters in the beginning of the democratic changes, is at the root of the revival of the contraband canals, once established by State Security. His active assistant in this undertaking is the Deputy Director of the “Customs” National Agency, Rumen Bozhinov, known among his colleagues with the nickname “the new Samokovets”. The two of them made an orderly organization for distribution of drug and Chinese cargo. Racketeering is also a part of the well-developed large-scale “business”. All chiefs of Customs bureaus nationwide were called to Bozhinov’s office where they were threatened that either they gave regular financial support to the initiative or consider themselves dismissed. The new director of the Customs Agency, Hristo Kulishev, knew what happened, but hints came from “top circiles” that he should keep his nose out of the two businessmen’s affairs because they worked under the instructions of highest political level – Prime Minister and President. Bozhinov, who was a driver and sergeant-officer in Second Directorate (the Security Service) some years ago, had already redirected the traffic of the Chinese cargo through the Customs in Varna. He appointed for chief of the same Customs Agency Daniel Spasov-"Dunkata", a well-known bandit who controlled the so-called “official” contraband.

The contraband network for drug distribution was completely reanimated by the officer-bandit Alexey Petrov. The ex-Minister of the Interior Rumen Petkov uncovered Petrov’s collaboration to the Secret Services. This was the cause of their quarrel and Petrov declared to the political functionary that he might be outplayed because of the blunder he made in meeting with the Galevi brothers. In fact, at that ill-famed meeting they settled the details about the transfer of synthetic drugs and cocaine from and to Turkey, under the patronage of the Services of the Ministry of the Interior. Some of the profits were meant to be distributed between the Bulgarian Socialist Party, the Movement for Right and Liberties and the National Movement Simeon the Second. During the government of Simeon Sakscoburggotha that affair was under the authority of Milen Velchev, the Minister of Finance, and Plamen Petrov, the Minister of Transport. And while managing with that affair, they met Ivan Todorov – "the Doctor", and Petar Petrov – "the Amigo", on a yacht in Monaco. The mediator at the gangsters’ meeting was Miroslav Sevlievski, an MP from the New Time political party and under Spas Rusev’s authority who was an agent of the Bulgarian and Soviet Secret Services but at very first of GRU (the Russian military reconnaissance).  It is also believed that the ex-member of the CC (Central Committee) of the BCP (Bulgarian Communist Party) and a candidate-member of Politburo, Stoyan Markov – "Stenmark", is also into the network. For the job done in Monaco, Sevlievski got 500 000 euro. Boyko Borisov found out what happened and then he caused a stir about it but Simeon drew a veil over the case by removing Petrov from office, and playing a scene together with Milen Velchev of giving resignation and refusing to accept it. Since then Borisov and Velchev are at war. Velchev had cards against the mayor of the capital because he knew what means his couple mate Tsvetelina Borisova used to get to the director’s position at CIBank -sacking Slavcho Hristov, who is a close person to Ivan Kostov.

The secret archives of State Security preserve a document which literally says the following: “If the Central Committee of the BCP authorizes contraband, it must be centralized.” It was not only authorized, but the top officials of the BCP controlled it for some time. These networks were first structured in 1966. This policy is not complied with the international regulations; it also brings into existence black cash-boxes with the money of tax-payers, nurtures criminality, and misuses the special services in order to control business for milliards of dollars. Together with the economic independence, which was already granted to the companies, some of them - “Teksim” and “Bullet” for example, felt tempted by the quickly gained profit in foreign exchange from trade with all kinds of goods.

The archives prove that the state-controlled contraband began with traffic of Swiss watches to Turkey. The mediator was an officer from the Engineer Control of the Ministry of Foreign Trade (MFT) and the contraband bargain was concluded after signing a contract between “Teksim” and the “Aris-Zhuzhu” firm of a Lebanese trader, which is based in Beirut.

Later on the contraband loomed large and included arms and drugs. Second Directorate reported that the contraband network is run by BCP members, ex-partisans, active fighters against fascism, ex-colonels from border troops and operational officials from State Security.

The whole criminal activity was managed by the first Deputy-Minister of the Interior, Grigor Shopov. After 10th November 1989, he retired and kept silence until his death.

The Syrian secret services were also involved in the contraband network. Second Directorate of the State Security Commission found out that the same activity was done by the state economic company “Bullet”, the Engineering Control at the Ministry of Foreign Trade and the state economic company “Rodopa”. The conclusions the Commission drew were:

•    Many central authorities dealt with the contraband network and it was not kept in secret;
•    The foreigners involved knew about the existence of the trade central authorities;
•    Foreigners were received in the offices of the central authorities and they reconnoitred us very easily;
•    The goods coming in weren’t well-coded at Sofia airport and the Captain Andreevo Customs, where almost all officials knew about that;
•    Trade central authorities did not familiarized themselves what the prices of contraband goods were at the international market and in most cases they got a small percentage from the clear profit.

The Secret Services gave strict instructions how the contraband to be centralized and most of all – how to keep it away from the Bulgarian citizens’ attention who were obligated at that time to build the developed socialism.
Instructions of State Security:

•    Contraband must be centralized within the State Security Commission;
•    Goods must be handled at locations outside of Sofia;
•    Vehicles with foreign plates must be given new licence numbers;
•    Deliveries of goods must be arranged with the Custom Agency;
•    Traffickers must be provided with accommodations by the government.

Alexey Petrov and Rumen Bozhinov set up exactly the same network today. Bozhinov entered into his role of power so much that he roamed the country, threatening Customs officials on behalf of Sergey Stanishev. He used every occasion to drop the Prime Minister’s name. He was the one who decided which canals would pass through some Customs bureaus. Alexey Petrov guaranteed the operative support from the National Security Agency.

The CIA’s representative for Bulgaria did not miss these events unnoticed. The diplomat requested on a couple of times information from the Ministry of the Interior and the National Security Agency on Petrov’s activities. The US State Department received information that state institutions were involved in illegal activities. Moreover, the authorities of the National Security Agency, the Ministry of the Interior, the Customs and the Ministry of Finance let dust to be thrown in their eyes. There were no more rumours about the Finance Secret Service and Economic Police for the Americans proved they were informed about the common affairs some officials from these services had with shady business groups. The real reason the National Security Agency called in drug lords Zlatomiv Ivanov – Zlatko "the Baret" and Nikolay Marinov – "the Little Margin" for questioning early in the morning was to tell them to limit their business, because other groups control the Customs at the moment. They were simply warned that state and political structures had got the power over contraband and other players must withdraw, otherwise they would get into big troubles/problems.

A part of the plan for contraband traffic included rehabilitation of the known as the Galev brothers from Dupnitsa. The National Security Agency suggested the corrupted top reporter Nikolay Barekov from BTV to go to Dupnitsa and have an interview with the two of them, who control the whole region there. He received 50 000 levs for the “favour” done. It is not a secret that few other Bulgarian media had been commissioned to work for the better reputation of the two businessmen from Dupnitsa.

Up to now, it was not brought to the knowledge of the Parliamentary Commission for Interior Security and Public Peace. The essence of all was that the National Security Agency was out of control. That gave to Petko Sertov’s personal adviser - Alexey Petrov, who already passed all bound, the opportunity to do whatever he wanted.

Still, the silence kept by the Prime Minister Sergey Stanishev and the President is much more disturbing because they knew what was going on in the newly-born service.
