DANS Officials and Customs Agents Reanimate the Drug Canals
DANS officer, Alexey Petrov, more famous for being one of the gangsters in the beginning of the democratic changes, is at the root of the revival of the contraband canals, once established by State Security. His active assistant in this undertaking is the Deputy Director of the “Customs” National Agency, Rumen Bozhinov, known among his colleagues with the nickname “the new Samokovets”.

The DANS officer Alexey Petrov is the real master of the National Security Agency. He has already started giving orders concerning the staff of the special structure: he said who to be promoted or to get fired and what salaries the officials should be paid. And that happened every single day in Petko Sertov’s office. Analysts in the process of the bargain were two of the President’s advisors – prof. Borislav Borisov, dean of University of National and World Economy, and Ertan Kara, a graduate of Ankara University. The latter mentioned was consultant of “Public Electronics” – Veliko Tarnovo, at which Plamen Gochev used to be the director of the board of managers and who is husband of Venelina Gocheva, editor-in-chief of “24 hours” newspaper. Rumours about Gochev go that he represents the President’s interests in a number of business activities beginnings like Super Borovets, for instance. He is also the personal squire of the commander-in-chief during his goings-out on hunting, and he quite often takes the role of a middleman in providing new, fresh ladies’ company in the game reserve pleasures. The ex-Minister of the Interior, Rumen Petkov, was an ardent assistant in the aforesaid bargain. He has been on friendly terms with the guys from Peshtera for a long time. People have regularly come across on him going on the bust in there company and in the presence of Zhoro Stoitsev, his confidant from Pazardzhik, who failed the investigation on the Belneyski sisters’ murder, for which on his part Petkov promoted him to the position of Chief of Operational Inquiry Directorate absolutely in secret. Petkov concealed on many occasions bargains of the “cavemen” and ceased the investigations of the secret services in lines to the contraband they were involved. They paid back quite generously for the support given. The technical connection between the strong spirits monopolists, Rumen Petkov and the President Parvanov was the director of General Directorate Fight against organized Crime, Ivan Ivanov, who was taped by his subordinates while negotiating luxury presents for him from the “cavemen”, after which a notorious scandal blasted in the Ministry of the Interior. At this stage, Ivanov’s case is under investigation but the weekly newsletter of the State Newspaper has already released that “Sigma Consulting” firm is the winner in the public tender. However, DANS took up the bargain for there were too many signals on infringements given. Probably this is the point at which DANS officials will confront with people from the Chief State Prosecutor’s, i.e. Boris Velchev’s staff. He promised to the President, who was his patron, that matters would be settled without making too much of a fuss. All of a sudden, the stir in relation to the bargain was caused by someone who is a close friend of Parvanov’s – Georgi Gergov. And when he found out that he was tricked out, he went completely mad. The object of the new owner’s activity was wholesale sugar trade, sugar products and chocolate, as the data proves in the e-register of DAKSI. Owners of the firm were Stanislav Zahariev and Nikolay Yanev, who shared equal stakes from the assets of the company – 50% to 50%. Gergov described them as “traders of lollipops” and threatened to make their life bitter because of the Plovdiv cigarette bargain. “I will be on the run after them, put them in a tight spot and I will not let them breathe”, he shouted in his office at the Plovdiv Fair. Zahariev is one of the owners of Navior Investment Company, through which “Peshtera” winery used to have the intention to buy the goods-station in Plovdiv together with the owner of the Plovdiv Fair, Georgi Gergov. However, after that their relations became colder and the bargain failed. Besides the interest on the part of the “Sigma Consulting” firm, other players also showed some appetite for the bargain, among which stand out some firms, owned by the contractor from Plovdiv – Vulko (Vetko) Arabazhiev and by Georgi Gergov as well, with whom they are best men but they have not been in good relations lately. Economic observers claim that it was namely one of them who made the offer of 37 levs per share, and shortly after the company was sold to “Sigma Consulting” Ltd. for 36.569 levs per share. Though, it is still on debate whether the bargain was concluded as done or some 4 minutes more were left, despite being free. According to the Ministry of the Economy and Energy during the time of the tender procedure going, offers for 40 levs for two of the shares of BT-Plovdiv were made. That is the reason for the actions taken by the Financial Supervision Commission. However, the President’s advisors Borislav Borisov and Ertan Kara were assigned to block out that control checking-up, i.e. to lead it into that sidetrack. The same task was assigned to Korneliya Ninova as well, who is the Chief of the board of directors of Bulgartabak. The strange thing about the case is that she has not been at the position of vice-Minister of Economy and Energy for already a whole year, though she continues representing the state interests in the holding, which is at absolute variance with the law. It is known that Korneliya Ninova is a close person to the ex-Minister of Economy and Energy – Rumen Ovcharov, and to the President Parvanov, too. It is obvious that via using their protection, she is still holding the position, which is contrary to the law, and actually it is one of the matters mentioned by the OLAF officials in their report from last week. At the same time the shady business group TIM from Varna bought 74.41% from the assets of the tobacco factory in Stara Zagora. It came true by using the services of the dummy firm “Centre Izgrev” Ltd. and the business transaction was even filed in of the State Newspaper. “Centre Izgrev” is part of “Ball Property”, managed by Stefcho Kralev. And on his part, he owns half of the assets of the “Varna Fruit” company, in which a co-owner is one of the proprietors of TIM and director of Himimport – Ivo Kamenov. We expect to find out in the near future whether the bargain was legal, especially having in mind that “Bugartabak Holding” JSC sold its shares in the two production companies through the exchange. The new owners got their hands on all the assets of the tobacco companies, their licences for the production of cigarettes, without imposing on them the burden of being socially engaged and responsible for the workers, which is a conspicuous oversight on the part of the sellers, represented by Korneliya Ninova. Such a clause is not neglected involuntarily, people from that sphere of business doings comment. The two sales put into Bulgatabak Holding JSC income coming up at about 49 million levs and on the agenda of the tobacco monopolist’s activities remained the privatization of two other strategically important factories – the ones in Blagoevgrad and Sofia. Whether the choice for their sale will be in favour of the course through the stock exchange again, we will probably find out after the State has taken the decision on the issue, and that is exactly what happened in relation to the privatization which we state as a fact presently. It is very likely the owners of “Peshtera” winery and of TIM group from Varna to interfere into these businesses as well. The plot is rehearsed, the profit is guaranteed. In fact, we could hardly believe that the new owners rely on the production of cigarettes. The real estate belonging to the companies will do quite well for them because some parts of the property are situated in the central areas of Plovdiv and Stara Zagora. What buildings will be constructed at these sites, only the near future will reveal to us. Few hours after the majority package of stocks of the Plovdiv Tobacco Company was sold at the Bulgarian Stock Exchange yesterday, two competitors who did not have the chance to hand in their offers gave vent to their indignation at the procedure and they uttered some strongly expressive word qualifiers in relation to the stock exchange. And the ones we are speaking of are no one else but the two not unknown businessmen Georgi Gergov and Vetko Arabadziev. Gergov is the Chief Executive Officer of the Plovdiv Fair and through his firm “Sunny Day” JSC, he has acquired recently 75% from the assets of the Plovdiv “Roads” JSC. Vetko Arabadhiev is also owner of Victoria Group. Both candidate buyers of the cigarette factory in Plovdiv were ready to pay a higher price than the one paid when the deal was stricken but they were late to hand in the offers. In Gergov’s opinion Bulgaria had lost 5 million levs from the bargain made, while Arabazhiev had the intention to bring the competent investigating authorities to book on the issue. The two of them claim that it was Vladimir Karolev, who played out the plot with the earlier conclusion of the bargain and in that way he injured their interests in favour of the minion, pushed forward earlier in advance. Georgi Gergov was mad about it for one more reason - he had Georgi Parvanov’s assurance that he would give his support to him in relation to the deal. And after that the President’s advisors stabbed him in the back, having settled an arrangement with the “cavemen”. It is also rumoured that acting in that manner, Parvanov made up for his friends’ from Peshtera losses, which they suffered at the disclosure of their corruption practices having as target some superior officials from the Ministry of the Interior. Gergov couldn’t hide his anger and he declared on the air of Darik radio: “I am disappointed at what happened. I am shocked by the fact that the bargain was contracted exactly in this way. I engaged Bulbank for as a middleman in the deal, and we signed a contract with them. When the procedure was opened at 11:30 a.m., we were waiting to see what value the prices would come up at. They started from 35 – 36 levs and some shares were bought at 40-lev’ price. I ordered my offer to be introduced, giving 41.10 levs per share, and then at 11:56 .m. they called to inform me that the bargain was concluded with another candidate buyer. The country has been defrauded. It has lost 5 million levs from that deal.”. According to the Bulgarian stock exchange there were no mute points concerning the bargain for the Tobacco factory “Plovdiv” JSC and it was completely complied with the law. The business transaction for the whole package, consisting of 843 500 stocks at the price of 36.569 levs was contracted at 11:56:06 a.m. as a result from two offers which were counter-handed in for buying and sale. At the moment when the procedure was introduced for sale, three offers had already been activated in the system for buying of the majority stake: the first one with capacity of 1 078 817 lots for 36.569 levs, the second one for 850 000 shares in number for 36.500 levs and the third offer was for 1 079 007 at the price of 35.09 levs for a lot. As a consequence from the introduction of the offer for sale on the part of the authorized investment middleman, at 11:56:06 a.m. the business transaction itself was concluded. Its price was equal to the highest price for “buying” at the stage of the procedure introduction for sale, i.e. exactly 36.569 levs. Representatives of the investment middleman explained that they had contracted the business 4 minutes before the clock stroke twelve just because they were with worry not to miss the deadline of the sale.
